    Neither. Thirteen are mounted but haven’t sent data. Until a sensor reports, it isn’t protecting anyone, and the owner’s dashboard would say it is.

One sentence in a call became the rule the install process runs on: nothing counts as installed until the device has sent data. It holds on every property and every crew since, and it is the difference between a number the owner can act on and one nobody trusts.
